The book I took this from calls her Catherine Howard, as do other sources, including Roy Strong in ATC. There are some sources that disagree and call the image Portrait of an Unknown Lady. Vellum mounted on playing card, diameter 5,1 cm, Royal Collection, Windsor. Note that her upper coronet is done in gold or goldwork that matches part of her gown, which is unusual.
