The book I took this from calls her Catherine Howard, as do other sources, including Roy Strong in ATC. There are some sources that disagree and call the image Portrait of an Unknown Lady.

Note the lack of jewels or ouches on the edge of her fore sleeves, yet the puff can still be seen. Also note the lack of a ring on her middle finger, while rings are on the other visible fingers.
